sir, my CET-2009 rank is 15361 in delhi general category. Will i be able to get admission into any branch in B-TECH. ?

hi,my ipu-cet 2009 rank for b.tech is 4246 under delhi gen.category, i am interested in ece ------- in which college will i be able to get admission in 2nd counseling as per today's situation------does the same situation crunch arise every year in 1st counseling.--------why there is heavy rush in 1st counseling, is it ipu gaining popularity or reason is some thing else----- i am worried pls reply
